There is no way a project manager or a team leader can look into somebody’s head and make sure he is doing the required mental calisthenics to get the work done. It has to be voluntary. People do their best when they own the project and hence the outcome of the project.

Involvement Comes from Participation

People get involved when they are asked to participate in the related activities. Therefore it is a good idea to get people to participate in pre-project activities too. Get them to voice their opinions on the best way to do a particular piece of the project; the piece they know the most about. You should try and get the best estimates for the work to be completed. There are some old world, monolithic projects where, one possibly could get estimates for part of a project work from estimators outside the organization.

There are two fold problems with that, even if it were possible to get the estimates. First off people would not feel responsible to meet the timeline as it was given by somebody else and they do not own it.
